Description of Duties

Summary of Assigned Duties Describe what the incumbent has to do to achieve main objectives; include main achievements expected . The incumbent will perform some or all of the following duties:

  • Assess threats to human life and health, damage to health infrastructure for primary and secondary care, the state of health referral and support systems, including cold chain, laboratory, essential drugs and health information systems, and the vital needs of the affected populations.
  • Collaborate with national authorities and health partners to coordinate and implement public health response activities as part of the health cluster’s strategic response; analyse existing coordination mechanisms, designing and recommending improvements.
  • Provide analysis of the public health risks, needs and capacities and advise on priority interventions for WHO and partners; challenges and operational course correctors, as applicable.

  • Facilitate the implementation of effective, evidence-based policies, public health programmes and interventions through all life cycles, this might include maternal and new born health, health promotion and education, NCDs, the elderly, social determinant of health, violence and injury prevention including road safety, gender and health equity and other related areas.
  • Secure information from a broad range of health sectors, analysing such and consolidating health data in trends and trends assessment, with particular attention to surveillance, monitoring and early warning. Position Description – Professional

Required Qualifications

Education:

  • Essential: University degree Master’s level or above in Public Health and/or Health-related fields from an accredited/recognized institute
  • Desirable: Doctorate degree in public health. Post graduate studies or specialized training in emergency response or disaster management in the context of public health. Diploma in tropical medicine or diploma in disaster management.

 

Experience:

  • Essential: At least five years of relevant experience, at the national and international levels, in public health in emergencies response or health sector coordination, with emphasis on managing outbreaks and health emergencies and/ or health consequences of emergencies and crises.Experience in capacity building, developing and promoting collaborative partnerships
  • Desirable: Relevant work experience in WHO, other UN agencies, health cluster partners, recognized humanitarian organizations or relevant nongovernmental or humanitarian organizations. Experience in capacity building programme planning/development, project management,monitoring and evaluation. Experience with resource mobilization in emergency settings.

Overview

  • The US President’s Malaria Initiative for States PMI-S is a 5-year USAID funded project managed by Management Sciences for Health MSH and partners to support NMEP and selected states to deliver quality malaria services.
  • MSH seeks to recruit a Director M&E with excellent understanding and experience of the interplay between malaria surveillance, monitoring and evaluation and overall strengthening of health systems in Nigeria, especially the health management information system HMIS strengthening. The Director M&E will serve as the main point of contact for PMI for States Project’s Surveillance, Monitoring and Evaluation SME activities, including operational research OR and will have overall responsibility for SME including establishment of an M&E strategy and framework for monitoring performance of the IDIQ and all Task Orders, development of an M&E plan that specifies baselines, output, outcome and impact indicators, annual targets, data sources, and major assumptions for TOs.
  • At the federal level, the position will strengthen the capacity of NMEP to generate strategic data for program management and for decision-making, while at the state levels the position will support state SME strengthening interventions leading to improved quality of data generated and reported by health facilities and LGAs.

 

Specific Responsibilities

  • Provide technical leadership and management for overall monitoring and evaluation functions of the PMI for States project. These tasks include, among others:
  • Develop and implement the SME technical strategy for the IDIQ and each of the TOs specifying baselines, outputs, outcome and impact indicators, annual targets, data sources, and major assumptions for TOs. S/he ensures that TO AMELPs are harmonized with the overall IDIQ AMELP
  • Develop detailed annual work plans for each Task Order
  • Develop and implement a project workplan performance monitoring framework/plan that ensures that project activities align with required deliverables and project targets in the AMELP.
  • In alignment with the National HMIS, establish a system and tools for collecting, analyzing and reporting on IDIQ and Task Order performance according to the AMELP; and take lead for timely and complete reporting by all project staff, consortium partners, and grantee partners.
  • Tailor the data to each core audience’s needs and organize internal data review meetings to ensure data is used to improve project performance, and flag underperformance or issues with the Senior Malaria Technical Advisor and the Project Director
  • Report data to the USAID web-based implementing partner reporting system.
  • Build capacity of government entities NMEP, SMEP and others , and selected stakeholders like grantee CSOs on SME including required reporting:
  • Provide TA in adapting SME tools and techniques to improve the quality of data generated and reported.
  • Provide TA to the NMEP in the areas of data quality, data analysis and visualization
  • Compile lessons learned from state malaria SME implementation and make strategic technical inputs at NMEP SME subcommittee meetings and malaria TWG to support adoption of SME best practices
  • Mentor NMEP and SMEP to manage the National Malaria Data Repository NMDR where HMIS, LMIS, surveillance and survey data, and other datasets are analyzed and reported visually to aid decision making.
  • Provide technical direction to NMEP and SMEP on using HMIS and LMIS data to strengthen rational use of ACTs.
  • Take lead in the design and conducting of project studies like the baseline analysis/assessments, health facility assessments and community iCCM assessments.
  • Coordinate the preparation of all IDIQ and Task Orders quarterly progress reports, annual project reports, inception reports, ad-hoc technical reports, and success stories for submission to USAID.
  • Recruit, supervise and appraise project SME staff at the federal and state levels, and strengthen their technical and managerial capacity through seminars, hands-on training, mentoring and coaching.
  • In collaboration with PMI/Nigeria and NMEP, identify operational research questions for implementation by PMI-S.
  • Take lead of the learning component of PMI-S as per USAID requirements.

Qualifications and Experience

  • At a minimum, a Masters’ degree in Social Science, Epidemiology, Statistics or other relevant field.
  • At least 15 years of relevant work experience in monitoring and evaluation of donor-funded public health programs; excellent understanding of SME and health systems strengthening in Nigeria; 5 years of which on a malaria-specific SME activity. Experience with PMI and USAID systems is an asset.
  • Experience working closely with the NMEP and SMEPs.
  • Successful experience designing and implementing M&E programs, including developing logical framework, M&E strategies and approaches.
  • Prior experience with DHIS2 is required.
  • Experience establishing data quality assurance systems, proven analytical skills and ability to design data collection instruments, and analyze and interpret data. Evidence of successful implementation of quantitative, qualitative and participatory research methods.

Qualifications and Experience

MD with Master’s level or above in Public Health, Epidemiology, or a related field is required.

A minimum of seven (7) years’ experience working as a senior level manager experience working on public health programs in developing countries.

In depth experience in HIV/AIDS prevention, treatment, care, and support of PMTCT, HIV/TB, OVCs, and health systems strengthening.

Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, PEPFAR, and other donor organizations.

Demonstrated experience in program management and administration, and contract compliance. Experience with USAID projects is required.

The Communications Lead will be responsible for developing and leading communication strategies for MSH in Nigeria to grow the profile of MSH and its projects, positioning MSH as a leading implementer and source of information about Nigeria’s health system improvements. Working directly with both MSH Nigeria Leadership and the U.S.-based communications team, this position will help define and advance key communications initiatives that increase MSH’s position within the global development market.

A primary focus for the Communications Lead will be to support MSH Projects including MSH Nigeria Global Fund activities, creating, implementing, and managing communication strategies and activities that contribute to program success and position MSH for future growth. In addition, s/he will be in charge of overseeing external communications for MSH Nigeria, collaborating with country leadership, technical staff, and home office staff to advance the company’s position with relevant stakeholders and create a compelling dialogue of MSH’s brand to motivate action and improve impact. The Communications Lead will also, as required, provide support regionally, such as building the communications capacity in MSH country offices in West and Central Africa.

Specific Responsibilities Plan, produce, and deliver project communications content (50%):

Define donor-focused communication, documentation, and dissemination strategies for MSH Projects including Global Fund activities in Nigeria, in collaboration with project and country leadership.

Oversee and produce content to meet communications and positioning objectives, coordinating closely with project staff. Products and activities may include print and online publications, events, media, videos, photos, presentations, social media content, and other materials as needed.

Liaise with donor and key stakeholders on communication activities and efforts, ensuring compliance with donor expectations, branding, and marking policies, and reporting requirements.

Manage MSH Nigeria communications (40%):

Drive MSH Nigeria’s communication strategy to support broader, corporate communication goals, increase brand awareness and engagement

Purpose of Assignment

 

Nigeria faces major public health challenges with high rates of maternal, newborn and child mortality and high rates of malnutrition in children. Each year in Nigeria over 7.5million babies are born, of whom about 300,000 die during their first month of life. Despite our gains for child survival whereby the under-five child mortality has decreased in the last decade, available data shows that the rate of decline is slow.

 

The Government’s National Strategic Health Development Plan II outlines key priorities and targets towards fast tracking progress towards improved maternal and child health outcomes. There is commitment to achieving Universal Health Coverage (UHC), but progress has been slow. There is need to focus on fast tracking efforts towards strengthening the primary health care platform and supporting the operationalization of the 1 ward 1 PHC strategy.

 

Working closely with the Government at national and State level, over the last 15 months, an evidence-based system strengthening approach has been implemented in select States in the country. The approach has focused on using data for action, prioritizing actions and seeking localized solutions. There is a need to further focus on the high burden LGAs and wards and support select wards towards achieving functionality linked with the 1 ward 1 PHC strategy. While there are ongoing interventions focused on capacity building towards improving service delivery outcomes there is a need to support strengthening of management responsiveness at decentralized levels with a focus on outcome-based results and linking various interventions including at community level.

 

The purpose of the assignment is to support the design and implementation of an integrated response linking the management and community action informed by data and focused towards strengthening the service delivery platform at facility and community level. This includes documenting best practices to inform programming and further scale up.

 

How can you make a difference?

 

Major Tasks to be accomplished:

  • One report outlining the results of scoping missions to select States and selection of LGAs, wards and communities based on review of indicators and results and discussions with stakeholders
  • Report documenting the processes undertaken per State, LGA, ward including the management reviews, integrated responses taken by management and linked with community action, tracking results and solutions (at least 2 States to be selected with a potential of supporting in another 3 States).
  • Report outlining an analysis of trends for specific results by ward, LGA, State from baseline (before the management and community actions) and tracking the progress and results linked to the integrated action.
  • Qualitative case studies completed for the selected ward including outlining key processes that worked, challenges and lessons learnt.
  • Report providing insights into models of intervention for integrated action bringing together management and community levels

 

To qualify as an advocate for every child you will have…

  • At least eight years or more experience working in programs for improving primary health care. Prior experience with community work linked with the primary health care is an added advantage.
  • Demonstrated ability to design projects and having experience with integrated management and community responses for results in primary health care.
  • A master’s degree in management, public health, health promotion or related fields.
  • Experience in working with the UN is an added advantage.
  • Experience and an understanding of Nigeria and working with Government and key stakeholders is an added advantage.
  • Experience in similar projects working on management responses for improving primary health care outcomes and community level work in different settings is an added advantage.

Malaria is one of the world’s most important causes of illness, death, and lost economic productivity. Over the past decade, dramatic increases in donor funding have facilitated scale-

up of effective interventions to prevent, diagnosis, and treat malaria. This investment has successfully reduced the burden of malaria in many settings, and some countries have begun planning to eliminate it altogether.

CHAI’s global malaria program provides direct management and technical support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease.

In parts of West, Central and East Africa, CHAI provides technical and managerial assistance to national malaria programs in order to accelerate policy changes, ensure sufficient supply commodities, generate demand among health providers and patients and ensure adequate monitoring and troubleshooting mechanisms are in place to track progress.

Over the last few years, CHAI has also expanded its support to include surveillance and is helping national malaria programs in this region to identify the bottlenecks and potential solutions to improve the collection, reporting, analysis and use of data for programmatic decision-making.

Overview of Role :

CHAI is seeking a highly motivated individual with strong public health experience and analytical skills to support the expanded surveillance and analytics scope of work across West, Central and East Africa, with an initial focus on Nigeria and Uganda.

Specific analytical projects will include :

Design and implementation support for operational research (with an emphasis on monitoring and evaluation), study protocol oversight and IRB applications, study design and implementation, and data analysis.

Design, roll-out and evaluation of electronic surveillance tools and processes in the private sector, documenting technical lessons learnt for potential scale-up.

Key indicator and other analysis of routine data as required for project and program planning and implementation, as well as to support evidence generation and proposal preparation.

The individual will work with team members across CHAI’s Global, Regional and Country Malaria Teams and will therefore need to possess strong communication and organizational skills.

It is expected that the Epidemiologist will need to collaborate with government programs, academics and public health agencies to ensure CHAI’s work is complementary and not duplicative.

Responsibilities

Manage and implement analytical projects related to malaria epidemiology, intervention and surveillance, as required;

Design and implement operational research projects : identifying knowledge gaps, defining research questions, protocol development, survey and sampling design, formulating training material, training and monitoring survey data collectors, data management, analysis, and dissemination;

Organize and merge available data, assessing its quality and suitability for analysis, data management, conduct statistical analyses (generally descriptive), and present data in the form of charts and maps;

In collaboration with country teams, provide analytical support to the National Malaria Program and its Information Management and Surveillance Units to help strengthen the new malaria surveillance platform, including improving data collection, data management, analysis, and data visualization;

Develop and conduct monitoring and evaluation for ongoing projects, including support for the monitoring and evaluation of existing and new surveillance platforms in collaboration with the health informatics malaria team at CHAI;

Provide technical supervision, training and ongoing support to staff members involved in monitoring and evaluation activities or study implementation;

Synthesize results through high-quality presentations, reports, and publications and translate them to national and sub-

national partners to support evidence-based decision making, as well as internally and externally at international venues;

Provide ad-hoc programmatic support to country teams in service of government partners; this includes but is not limited to : program material review (e.

g., training, data collection tools), report generation and program data analysis;

Develop and maintain strong working relationships with key country stakeholders across government, non-governmental organizations, and local academic institutions, with support from program managers; and

Any other tasks identified.

Qualifications

Master’s degree in Public Health, Epidemiology or related field preferred;

1+ years of working experience in related fields;

Knowledge of malaria and / or other major global infectious disease problems;

Experience conducting and managing epidemiological surveys;

Experience in the epidemiological and spatial analysis of health data;

Experience in monitoring and evaluation of surveillance systems and / or public health programs;

Familiarity with disease surveillance and strengthening information systems;

High levels of proficiency in Microsoft Word, Excel, PowerPoint, and internet applications;

Statistical and geospatial analysis programming experience (R, SAS, STATA, ArcGIS and / or other relevant software);

Experience working and communicating with government officials and other external partners;

Ability to work independently in remote and unstructured settings and to adapt to new environments and challenges;

Ability to collaborate and operate as part of a multi-cultural team;

Exceptional written and oral communication skills;

Enthusiasm for applying research methods to solve global health problems; and

Willingness to travel (40-50% of time)
