Background

International Medical Corps is currently implementing approximately 10 programs across nine sites in South Sudan. Through nearly 16 health facilities in urban and rural areas, International Medical Corps provides basic health care and integrated service provision, from preventative care to emergency surgery. To address South Sudan’s acute health worker shortage, and foster self-reliance, International Medical Corps trains health professionals and community volunteers. Also, IMC is implementing nutrition, sexual and reproductive health, mental health, and GBV and public health interventions in South Sudan.

IMC South Sudan is implementing an Integrated Health and Nutrition Services in Aburoch County Upper Nile State. The project is funded by DFID. The grant supports interventions of compressive and integrated primary health care services (PHC) including sexual and reproductive health, HIV/AIDS and TB, nutrition, non-communicable diseases, mental health and psychosocial support services and robust community-based disease prevention and health promotion activities targeting mainly refugees and adjacent host community residing around the three camps. The project end date will be June 2019 with possibilities of receiving new funding.

Job Purpose

The Health and Nutrition Manager is primarily responsible for the design, implementation and management of the emergency health and nutrition interventions / programs. He/she will work in collaboration with the senior management team and health and nutrition teams in the field. The Health and Nutrition manager will be based in Aburoch, Fashoda County and will be responsible for the technical management of International Medical Corps’ health and nutrition program to ensure the highest standards of service delivery and to ensure programs are in line with internationally accepted standards, relevant South Sudan Ministry of Health standards and IMC’s minimum standards.

He/she will supervise the implementation of International Medical Corps health and nutrition program in the field. Guided by the Medical Director and Nutrition Coordinator, the Health and Nutrition Manager will ensure timely execution of health and nutrition program activities based on assessed and verified needs. He/she will also supervise a health and nutrition team of national staff and community volunteers and provide support in their capacity needs assessment and strengthening. He/she will contribute in developing and implementing health management information system (HMIS) and Nutrition Information System (NIS) to monitor the progress and incorporate lessons within the health and nutrition program. He/she will help organize regular review meetings to assess progress, issues and undertake steps for further improvement at field level.

Main Responsibilities

  • Manage, coordinate and report all aspects of International Medical Corps’ Health and nutrition programs in the implementing areas.

  • Prepare and contribute to project proposals for new funding opportunities, develop a detailed implementation and monitoring plan, and adapt program(s) to changing contexts as needed.
  • Work closely with the Site Manager, the Program/Project Team at the site level to determine the operational needs of the health and nutrition programs within the scope of grants.
  • Review and provide input for daily, weekly and monthly field reports in order to analyse trends and adjust the programs as needed and meet internal and donor requirements.
  • Work with local government authorities, and partner agencies to acquire both medical, non-medical and nutrition supplies and technical support for health and nutrition programs.
  • Work with finance, logistics, HR/admin and security to ensure smooth implementation of project activities.
  • Evaluating progress through outputs and impacts using both quantitative and qualitative data, and involving the health and nutrition team.
  • Provide overall management support to the health and nutrition team, support in recruitment of the national staff at field level, evaluating staff and providing programmatic directions to the team.

  • Work with health and nutrition team on developing and conducting surveys and evaluations as needed. This could include knowledge, attitudes, practices, and other surveys.
  • Work closely with M&E team by providing weekly and monthly progress updates. S/he will also submit quarterly, mid-term and final technical reports as may be required by the project documents and in a timely manner.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps. Work with finance, logistics, HR/admin and security to ensure smooth implementation of project activities.

ORGANIZATIONAL CONTEXT

This unique role is found to date only in Ethiopia as part of the innovative project: Ethiopia Medical Assistance Team (E-MAT).

Jobholders are General Practitioners based in Addis Ababa, dedicated to providing evidence-based primary care to the staff members and families of the UN World Food Programme working in Ethiopia. The Medical Officers are required to employ their clinical experience and pro-active public health/ community health approach in managing and treating patients especially in remote locations, utilizing the resources available and coordinating closely with the Coordinating Doctor in Addis Ababa. A unique blend of family practice, public health, occupational health and emergency training and experience in clinical management is needed to fulfill this role.

JOB PURPOSE

In the interest of WFP’s duty of care and organizational continuity, the role of the Medical Officer is to provide primary care to WFP employees and family members in the interest of promoting health, preventing injury and illness, stabilizing any emergencies, facilitating medical evacuations.

KEY ACCOUNTABILITIES (not all-inclusive):

Reporting to the Coordinating Doctor in Addis Ababa for clinical and technical issues and Project Coordinator for admin issues, the Medical Officer will undertake the following tasks:

Clinical Duties:

  • Provide evidenced-based primary care to all eligible family and staff members as established by WFP Ethiopia Country Office;
  • Provide first-aid and advice to staff and their recognized dependents;
  • Perform diagnostic and laboratory tests such as ECG and rapid laboratory (malaria RDT, urine dipstick, etc.);
  • Rotate/rove to duty stations where there are WFP sub-offices to provide medical attention and reporting on the health status of staff and local (emergency) medical support options;
  • Administer outpatient treatments;
  • Assist in the follow-up of previously diagnosed chronic medical conditions for which treatment has already been started;
  • Provide early detection in mental health cases and arrange a referral to appropriate specialists to facilitate proper treatment and follow up support;
  • Dispense medications properly, in line with international standards and reviewing instructions with patients;
  • Perform medication, injection, dressing, stitching, minor foreign body extraction as needed;
  • Initiate IV fluid therapy in case of dehydration or other medical conditions;
  • Consult with the Coordinating Doctor when a given presenting problem goes beyond scope of practice/experience
  • Participate in weekly peer review meetings with Head Doctor to review clinical cases;
  • Maintain an organized electronic medical record of patients supported by a regular backup;
  • Maintain strict confidentiality with regards to patient’s medical records, patient management and treatment;
  • Assist in coordinating and providing essential clinical information for medical evacuations to Coordinating Doctor or WFP Doctors as needed;
  • Assist in providing medical support during evacuation and repatriation;
  • Advise evacuees on the requirements for evacuation and/or escorting patients if needed;
  • Document case findings in secured Electronic Medical Records;
  • Be available and on-call for consultation;
  • Determine patient disposition when necessary (e.g. continued observation and primary treatment, referral, medical evacuation or other);
  • Plan and implement health promotion and illness/injury prevention training campaigns for WFP employees in coordination with the WFP Wellness Division;
  • Facilitate referral to an appropriate qualified specialist or to other qualified hospitals/private clinics, as required;
  • Ensure preparedness of staff traveling on missions or reassignments, including administration of appropriate vaccines, instructions on malaria prophylaxis and other travel-related ailments;

Medical Administrative Duties:

  • Recommend medical evacuation when required to the Coordinator Doctor or appropriate WFP Medical Doctor;
  • Undertake Entry/Exit Medical Examinations, provide certificate for Sick Leave when appropriate, and make recommendations for Medical Travel as needed;
  • Maintain strict patient confidentiality by not sharing medical records with WFP with the exception of diagnoses for the sole purpose of Insurance Cost Recovery/Reimbursement
  • Ensure proper follow up and if required, referral on all cases;
  • Document all case findings, referrals, and follow up;
  • Establish good relations with reliable hospitals and private medical facilities;
  • Ensure that proper medical records are kept in a strictly confidential manner;
  • Prepare and send periodic reports of functions, visits, medical evacuations and treatments to the Coordinating Doctor and WFP Doctors;
  • Advice on health precautionary steps to be undertaken at any of the WFP offices;

Administrative Duties:

  • Maintain an up-to-date inventory of the E-MAT Clinic Pharmacies, medical/diagnostic supplies, equipment, and consumables;
  • Maintain a 24-hour roster of available specialists for referral and treatment;
  • Check equipment and supplies at every rotation and maintain this in working order;
  • Ensure that any single-use medical instruments are properly disposed of, any reusable medical instruments are properly sterilized.
  • Ensures that clinic spaces are maintained and clean;

Job Requirements

Education: First level university degree in Medicine from an accredited/recognized institute, licensed university medical education program. License and registration to practice as a GP. Advanced university degree (Master’s level or above) in public health and/or health-related fields or Postgraduate studies or specialized training in emergency response is desirable.

Experience: At least 5 years of clinical experience in Family Practice Medicine and/or Emergency Medicine. Having excellent clinical judgment and experience in health education and community/public health campaigns would be an added advantage.

Language: Fluency in both oral and written communication in English. Knowledge of the local language is an added advantage.

Background

As the newest country in the world, South Sudan continues to struggle amidst the challenges that accompany the complex process of nation-building. While the Comprehensive Peace Agreement (2005) and subsequent Referendum for Self Determination in 2011 helped establish South Sudan as a sovereign state, they only established a framework for dealing with one of South Sudan’s numerous conflicts and development issues. The 2018 Peace Agreement has brought hope that South Sudan will transition from a protracted crisis to long-term development programming, but the implementation of the agreement has been slow. CRS has a critical role to help the country move forward given its history in the country since 1983 and amidst an environment where the Church enjoys high regard among its citizens and Government. The Country Program currently manages a total programming budget of $62 million, the largest program being a Title II food security program in Jonglei State. Other donors include WFP, USAID, the UK Foreign and Commonwealth Office, and emergency funding from CRS, LDS, and other Caritas private donors. Key programing sectors include Food Security, Livelihoods, Nutrition, WASH, Emergency Response, Education, Health, Peacebuilding and Microfinance.

Specific Responsibilities:

Leadership and Representation

  • Provide strategic vision and leadership to project teams (4Children and Emergency WASH)
  • Represent CRS and the project teams at all relevant donor and stakeholder meetings
  • Participate in all strategic planning meetings and activities;
  • Provide regular updates to partners, country program leadership, and government and non-government coordination bodies as requested;
  • Establish and maintain good working relations with external agencies and organizations, local partner organizations, and provincial and local government offices; facilitate exchange of information and experiences.

 

Program Quality and Management

  • Oversee the planning and implementation of all project activities and set high quality performance targets ensuring adherence to technical standards, best practices and donor guidelines.
  • In collaboration with the MEAL Manager, direct the measurement, documentation, analysis and reporting of project performance and outcomes; ensure implementation of strong M&E systems using CRS tools and resources to maximize project impact on beneficiaries.
  • Coordinate the development of narrative reports, M&E plans and annual workplans and other reports as required by donor agreements.
  • Ensure documentation and sharing of lessons learned of the country program.
  • Ensure timely and efficient program reporting, as per CRS and donor requirements.
  • Work with program staff to ensure CRS interventions are integrated wherever appropriate to increase impact.
  • Increase and support intentional integration of conflict reduction, partnership and gender across all programs.
  • Ensure all project information is updated on Gateway.
  • Support the implementation and compliance of the CRS MEAL policies and procedures.

 

Budgeting, Financial Planning and Compliance

  • Ensure project compliance with the donor and CRS regulations.
  • With support from the Country Program finance team, prepare donor finance reports.
  • Approve project expenditures, carry out regular budget tracking and take the lead on official requests for modifications when needed.
  • Ensure projects adhere to the approved marketing and branding plan.

Partnership

  • Maintain and strengthen partner relations and engage in the identification of new potential partners (including private sector and other civil society organizations) with whom CRS has a common vision.
  • In collaboration with the Head of Programs, Deputy Head of Programs, and Project Managers, support effective, appropriate partner assessments, corrective action plans and follow-up.

Business Development

  • In collaboration with the Head of Programs, Deputy Head of Programs and Business Development Manager, identify and pre-position for new funding opportunities;
  • Support the development of high-quality proposals that follow Compass guidance and/or donor specific guidance. Support the review process of project proposals before submission to regional office and donors;
  • Provide direct planning and facilitation of critical processes including workshops for project development, Detailed Implementation Plan (DIP) development and MEAL plan development.

Supervision

  • Ensure annual performance planning and reviews of staff performance in keeping with CRS’ performance management system. Mentor staff to ensure high levels of motivation, commitment, capacity and teamwork.
  • Ensure staff compliance with all CRS administrative and operational procedures and policies, as well as applicable donor regulations.
  • Identify training needs for team members under his/her supervision and support the development of PQ capacity building for team members and partners.

Typical Background, Experience & Requirements:

Education and Experience:

  • Master’s degree in International Development, or other relevant degree.
  • Minimum of 3 years of experience in overseas relief and development, familiarity with WASH or Health programming a plus.
  • Experience working in emergency or conflict affected areas preferred; experience in South Sudan a plus.
  • Excellent leadership, budget/financial management, analytical, and communication skills.

DETAILED RESPONSIBILITY AND TASKS:

Participate in GBV rapid assessment, and contribute to the CWI overall intervention strategy based on feedback received from women and girls throughout the response activity engagement.

By strictly adhere GBV guiding principle; manage, monitor & supervise GBV related cases

Recruit ,supervise and capacitate social workers formal and informally to provide quality case management services; including age-appropriate specialized support and care for adult women, adolescent and girl child survivors through training, daily mentor, weekly meeting, applying quarterly case workers knowledge and skills assessment tools.

Ensure proper and safe documentation of reported GBV incidences through utilization of GBVIMS consent, case intake, action plan, follow up plan, client satisfaction tool and other case management forms accurately and appropriately, strictly follow data protection protocol and confidentiality.

Build a relationship with all relevant GBV program stakeholders and conduct mentoring sessions to service providers (health, legal, protection, psychosocial) in the camp and in the local community to encourage greater communication, collaboration and coordination among partners from protection, health, legal, and psychosocial sectors.

Work with stakeholders to implement GBV Standard Operating Procedures (SOPS), and monitor referral pathway to ensure survivor’s ability to receive confidential, safe, and timely services that meets their needs.

Coordinate case management meeting only with service provider involved in its case assistance; actively participate in monthly GBV coordination meetings; and participate in GBV safety audit & other assessments as requested.
